Provides for the suspension of public assistance to owners of privately owned residential housing in NYC who are in violation of certain New York city department of housing preservation and development standards.
Provides that the public service commission shall commence a rulemaking proceeding to set minimum requirements regarding the rights of customers with life-saving equipment that electric corporations shall adhere to at times preceding and for the duration of an electric service disruption; defines terms; makes related provisions.

Relates to temporarily exempting covered entities under the federal 340B program and comprehensive HIV special needs plans.
Increases compensation payable to election inspectors, poll clerks, election coordinators, and qualified voters appointed to act in place of an absent inspector, clerk, or coordinator, who have or will have been employed in any of such capacities for four or more years, by twenty-five percent of the amount otherwise payable.

Authorizes and directs the commissioner of education to require school districts to establish a parental/guardian notification program when potentially life threatening events occur on school grounds, e.g., bomb threats or guns or other weapons discovered or recovered.
Authorizes retail licensees for on-premises consumption to sell and/or deliver alcoholic beverages for consumption off the premises, within certain size limitations, that such licensees are currently licensed to sell.
Enacts the "independent senior housing resident freedom of choice act" to authorize persons in independent housing, shelters and residences to receive services they could otherwise receive if they resided in a private residence.
