Enacts the birds and bees protection act; prohibits the sale of certain pesticides or use of seeds coated with such pesticides; requires the department of environmental conservation to review the latest scientific information concerning certain pesticide active ingredients.
Establishes the clean fuel standard of 2022; provides such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.
Relates to reporting requirements for domestic and foreign media entities; provides such annual report shall include the country of origin of any foreign investment received or any foreign ownership exceeding ten percent in the previous calendar year; establishes those that violate these reporting requirements shall be guilty of a misdemeanor.
Expands eligibility for the medicare savings program by disregarding certain countable income for certain medicare beneficiaries.
Creates the New York state private not-for-profit special education schools revolving loan fund to provide zero interest loans to private not-for-profit special education schools in NYC to cover a portion of tuition costs for up to two years; appropriates two hundred million dollars.
Directs the department of financial services and the division of housing and community renewal to conduct a study examining any increasing costs of liability, fire and casualty insurance premiums or any lack of availability of liability, fire and casualty insurance coverage for affordable housing.
Authorizes additional supervision and regulation of mutual companies relating to requiring members of a board of directors of a mutual company to complete training regarding the financial oversight, accountability and fiduciary responsibilities of a board member and the powers, functions and duties of a board of directors of a mutual company.
Relates to the prosecution of certain juveniles between the ages of 16 and 18 charged with certain felony offenses, including possession of a firearm; relates to the transfer of such cases to family court.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.
