Requires additional notice prior to commencing an action in certain discrimination cases

Requires that a claimant alleging that the contents of a website or mobile application that describes goods and services provided at a place of public accommodation constitutes an unlawful discriminatory practice against visually and hearing impaired individuals serve written notice on the owner and provide 60 days to cure the alleged violation prior to commencing an action.

Relates to evidence accepted by the New York state police forensic investigation center

Requires certain evidence or samples for DNA analysis to be accepted by the New York state police forensic investigation center from any firearm, rifle, shotgun, ammunition or magazine loading device when the sole charge is criminal possession of a weapon in the first degree, criminal possession of a weapon in the second degree, criminal possession of a weapon in the third degree, criminal possession of a weapon in the fourth degree and criminal possession of a firearm.

Establishes an EBT card replacement program

Directs the commissioner of the office of temporary and disability assistance to develop and implement a program to replace all EBT cards issued in the state which utilize magnetic strips with cards that utilize chip technology.

Eliminates certain restrictions on the right to eviction for landlord's personal use

Removes certain restrictions relating to the "immediate and compelling necessity" of the landlord on a landlord's ability in certain New York city apartments which are rent stabilized or rent controlled to recover possession of a housing accommodation for such landlord's own personal use and occupancy or for the use and occupancy of such landlord's immediate family.

Enacts the "New York state Palestinian refugee relocation prevention act"

Enacts the "New York state Palestinian refugee relocation prevention act"; provides that no state or local agency, authority, or official shall cooperate with, or provide any assistance to, the federal government in the relocation or resettlement of Palestinian refugees within the state of New York; requires that federal funds allocated for the resettlement of Palestinian refugees in New York shall be rejected and returned to the federal government; imposes a temporary moratorium on the admission to any institution of higher education in this state of Palestinian students and scholars; makes related provisions.

Relates to stalking a police officer, peace officer, correction officer or firefighter

Establishes the crime of stalking a police officer, peace officer, correction officer or firefighter to include intent to harass, annoy or alarm a police officer, peace officer, correction officer, firefighter or an immediate family member of a police officer, peace officer, correction officer or firefighter, intentionally engaging in a course of conduct directed at such person which is likely to cause such person to reasonably fear physical injury or serious physical injury, the commission of a sex offense against, or the kidnapping, unlawful imprisonment or death of such person or a member of such person's immediate family.
