Requires signs providing notice of the use of a photo speed violation monitoring system to be primarily yellow and be placed within fifty feet of a photo speed violation monitoring system.
Prohibits hotels, motels and lodging establishments from selling prepaid rooms to another person if the original guest fails to check in on the first day of the scheduled reservation or if the guest fails to check in within the first, second or third night for prepaid reservations of seven days or longer; provides penalties for violations.

Authorizes the establishment of the home equity protection insurance program directing the agency to issue a commitment to insure and insure the full value of certain residences which are owner-occupied by persons who meet certain income qualifications.
Creates a homeownership rehabilitation credit; allows a taxpayer to be credited for fifteen percent of the qualified rehabilitation expenses made by such taxpayer with respect to a qualified residence against the tax imposed; defines qualified residence and qualified rehabilitation expenses.
Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
Relates to congestion pricing in New York city (Part A); establishes a committee by the metropolitan transportation authority to conduct a survey and assessment of necessary infrastructure repairs and replacements and compliance of transit stations with the ADA (Part B).
