Requires the office of alcoholism and substance abuse services to provide contingency management services, including financial incentives, for persons with addiction disorders who abstain from substance abuse and comply with treatment objectives.
Provides for a tax abatement for electric energy storage equipment placed in service after January 1, 2024 and before January 1, 2026.
Ends the imposition of a sentence of life without parole and the death penalty.
Prohibits candidates from soliciting contributions or donations from any contributor or donor using any material or medium pre-marking that such voter shall make a recurring contribution or donation to such candidate; provides that any candidate who does so may be liable for treble damages.
Prohibits the sale of gasoline powered leaf blowers and lawn mowers in the state; requires the commissioner to promulgate rules to enact such prohibition by January 1, 2023.
Directs the MTA to establish a fare program which caps the amount of fares charged to riders during an applicable time period at the amount which represents the value of an unlimited fare card for the same time period.
Prohibits certain political contributions and loans by certain organizations; provides that loans not repaid by the date of the primary or election shall be considered a contribution.
Establishes a ranked choice voting method for nonpartisan primary elections.
Establishes a renewable electricity compliance program and renewable energy procurements requiring seventy percent qualified renewable energy systems in use by 2032.
Establishes the "public interest legal services loan assistance fund" of the state of New York (to consist of a portion of bar examination fees and other funds appropriated by the legislature therefor and such other monies as may be credited or otherwise transferred from any other fund or source pursuant to law, including voluntary contributions); provides for administration of such fund to assist public service attorneys practicing public interest law in repaying their student loans; defines certain terms and adds other related provisions.
