Relates to petitions for election to the party position of member of the county committee; provides that candidates shall not be required to provide their zip code if they have clearly stated their town or city on their petition.

Provides a tax abatement for facility-integrated carbon-to-value equipment in a city with a population of one million or more.
Prohibits candidates from soliciting contributions or donations from any contributor or donor using any material or medium pre-marking that such voter shall make a recurring contribution or donation to such candidate; provides that any candidate who does so may be liable for treble damages.
Creates the metropolitan transportation infrastructure financing authority to issue bonds for project capital costs or elements described in the two thousand seventeen through two thousand twenty-one capital program plans; imposes an additional tax within the metropolitan commuter transportation district.
Requires that all felony offenders shall be eligible for parole after serving no more than twenty-five years of their sentence; eliminates the possibility of serving consecutive terms of imprisonment which exceed a twenty-five year sentence.
Enacts the "elderly abuse protective act" to protect residents 62 years of age or older who suffer abuse or deprivation; requires reports to the commissioner of the office of children and family services of the possible necessity for protective services; specifies action by such commissioner upon receiving such report including evaluation, right of entry, and furnishing of protective services; specifies the authority of the office of children and family services with respect thereto and requires assistance of other agencies in the implementation thereof; provides for judicial and review action against caretakers who abuse elderly; creates statewide central register of elderly abuse; appropriates $600,000 to the office of children and family services.
Enacts the "patient privacy protection act"; prohibits ex-parte interviews of other party's treating physicians or health care providers in personal injury, medical, dental, or podiatric malpractice, or wrongful death actions.
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Allows for case workers to apply for education and training vouchers for children in foster care.
Limits security deposits collected by child day care providers to one month's fee and minimum notice given to day care providers for removal of a child to at most one month.
