Makes clarifying changes to the study by the state office for the aging on the number of older adults residing in naturally occurring retirement communities or neighborhood naturally occurring retirement communities who are suffering from social isolation and loneliness; changes the effective date to September 1, 2024.
Relates to the establishment of reduced residential rates for electric and natural gas service to low-income customers.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Relates to a state transportation plan; requires such plan include a minimum twenty-year forecast period at the time of adoption, assessing long-range needs spanning such period, including a forecast of highway pavement and bridge conditions.
Requires state agencies to publish certain information in local, community and ethnic media; defines local, community and ethnic media; requires the office of general services to develop and maintain a list of local, community and ethnic media outlets.
Requires reporting on the status of issues at residential health care facilities to the state long-term care ombudsman.
Allows the alteration or repeal of real property tax exemptions for private institutions of higher education.
Relates to the taxation of moneys, credits, securities and other intangible personal property in the state that is not employed in carrying on any business therein.
Authorizes the liquor authority to establish a liaison with each community board in the city of New York for matters relating to license or permit issuance, renewal, modification and alteration; clarifies the powers and duties of the New York alcoholic beverage control problem premises task force.
