Enacts the "Peconic Bay estuary protection act" to implement a comprehensive conservation and management plan prepared pursuant to the national estuary program; establishes the Peconic Region Maritime Reserve Council.
Prohibits the issuance of permits authorizing the use of wild animals in circuses or traveling animal acts; excepts a wildlife sanctuary and a facility accredited by the Association of Zoos and Aquariums.
Prohibits the sale of used oil and establishes civil and criminal penalties.
Relates to prohibiting the release of certain balloons; prohibits a person from knowingly or intentionally releasing outdoors any balloons constructed of electrically conductive material filled with helium or a gas lighter than air; provides exceptions.

Authorizes the administration of vaccines for hepatitis A, hepatitis B, human papillomavirus, measles, mumps, rubella, varicella and COVID-19 by a licensed pharmacist.
Prohibits persons or business entities from filing unnecessary personal identifying information with an agency; provides for enforcement by the attorney general.
Designates the Montauk Point shoals as an important bird area, and directs the commissioner of environmental conservation to designate such area as part of the New York state bird conservation area program.
Relates to enhancing the state's flood mitigation and coastal resiliency activities; establishes a restriction on alienation.
