Prohibits level two or three sex offenders from voting at a school or facility for children; authorizes absentee voting for such offenders.
Provides veterans free use of cabins and cottages located in public places of recreation within the state.
Establishes audits of state agency expenditures to recover overpayments and lost discounts.
Requires local child protective services to notify appropriate military personnel when a member of the armed forces is the subject of a report of child abuse or maltreatment; allows military law enforcement personnel to inquire of local child protective services whether any member of the armed forces is the subject of an indicated report on file with the statewide central register of child abuse and maltreatment.

Relates to residency and verification requirements for certain sex offenders; creates a permanent residency restriction for sex offenders from residing within 1000 feet of school grounds.
Increases from 16 to 18 years the age at which a sexual performance by a child becomes a crime on the part of anyone using, employing, authorizing, producing, directing or promoting any such sexual performance.
Relates to the confidentiality of the identity of undercover officers.
