Establishes the primary care reform commission to review, examine, and make findings on the level of primary care spending by all payers in the context of all health care spending in the state and publish an annual report on the findings, and also make recommendations to increase and strengthen spending on primary care in the state and improve primary care infrastructure, taking care to avoid increasing costs to patients or the total cost of health care.

Requires post completion certifications to be completed, under penalty of perjury, that the MWBE performed the work, performed the services, or delivered the materials; requires that the division of minority and women's business development create an internet registry, and perform inspections of MWBEs to weed out fraud and abuse; requires that additional regulations be adopted related to revocations of certifications for felony convictions for fraudulently misrepresenting the status of an MWBE; permits a court to issue fines double the amount that should have been paid to an MWBE upon conviction for felony fraud related to the MWBE program.

Directs the chancellor of the New York city school district to establish, in consultation with the metropolitan transportation authority, a student fare program to provide three free fares each weekday to New York city students who live a half mile or more from the school they attend.
Relates to enrollment eligibility for victims of kidnapping in the address confidentiality program.
Authorizes the commissioner of education to conduct a survey regarding instruction on the Holocaust within the state; provides a report shall be delivered which includes detailed results of the survey, the extent the survey data submitted was compliant with section eight hundred one of the education law, and if needed, recommendations to strengthen provisions of law if not compliant.
Replaces instances of the words inmate or inmates with the words incarcerated individual or incarcerated individuals.
Provides that a student enrolled in an individualized education program during certain school years may continue to receive educational services until the student completes the services pursuant to the individualized education program or turns twenty-three years old, whichever is sooner.
Provides for regulating immigration bail businesses including restrictions on who may operate such a business; provides for who may bring an action against an immigration bail business.
Establishes the New York state office of civil representation to provide access to legal services in eviction proceedings; requires that eligible individuals be given notice of their ability to obtain legal representation or legal consultation.
