Relates to the execution of a warrant of arrest; authorizes the commissioner of the division of criminal justice services to establish a system to record and monitor the issuance and execution of search warrants; authorizes the chief administrator of the court system to establish educational programs for judicial personnel on the law of searches, arrests and seizures.
Requires county medical examiners or coroners to give the state police forensic laboratory DNA samples of deceased persons or unidentified body parts for the purpose of classification and for the state police to forward the samples to the state division of criminal justice services for the purpose of comparison to attempt to determine identity and for the purpose of filing; provides for the forwarding of records to the National Crime Information Center upon such center adopting a policy to accept such records.
Relates to the Incarcerated Individuals Responsibility and Fair Wages Act; establishes a minimum wage for incarcerated individuals of five dollars per hour; establishes a prison incarcerated individual fund where up to forty percent of an incarcerated individual's wages can be sent to his or her family to help pay for certain expenses.
Authorizes the reissuance of emergency assistance to needy families with children, safety net assistance, SNAP benefits, or emergency assistance for aged, blind and disabled persons in instances of fraud or theft of benefits.
Prohibits participation in torture and improper treatment of incarcerated individuals by health care professionals; prohibits a health care professional from engaging, assisting or planning the torture or improper treatment of an incarcerated individual; requires health care professionals to report torture and improper treatment.
Relates to certain veterans; entitles them to 10 additional competitive civil service exam points if they are disabled; entitles them to 5 additional competitive civil service exam points if they are non-disabled and if they received certain medals or ribbons.
Increases the fines imposed on a corporation for an offense defined within the penal law.
Requires public agencies to establish preliminary license application procedures to determine whether an applicant for a license would be ineligible for such license based on criminal history; establishes time frames for public agencies to respond to such applications; requires public agencies to report information regarding granting licenses annually.
Updates value capture mechanisms for NYC and the MTA, including transparency requirements; makes such provisions permanent.
