Directs the department of health to make publicly available the results of all inspections conducted by the department in nursing homes and other residential health care facilities in the state during the COVID-19 state disaster emergency.

Prohibits the administration of psychoactive drugs to an animal in a zoo in order to allow another animal to procreate with such animal.
Relates to unlawful discriminatory practices by government agencies relating to persons recovering from alcohol and/or substance abuse.
Relates to the disposal of seized perishable or canned foods; such foods should not be disposed of but should be donated to a food relief organization or homeless shelter.
Permits a residential tenant to utilize a security deposit to pay rent during a state disaster emergency if such tenant has had a loss of income or loss of employment due to such state disaster emergency, provides a one year period to replenish such security deposit.
Expands eligibility for tax abatement for rent-controlled and rent regulated property occupied by persons with disabilities to include individuals who do not meet the non-medical qualifications for SSDI and SSI but, by reason of the individual's disability, the individual is not able to engage in substantial gainful activity as that term is defined by the federal social security administration.
Provides for paid family leave and bereavement benefits for miscarriage, fetal death, still birth, and an infant being medically not viable to survive born to an employee or an employee's spouse, domestic partner or person acting as a surrogate for the employee.
