Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.

Requires the Olympic regional development authority, in consultation with the department of environmental conservation and division of human rights to develop an anti-bias and inclusion training to be completed by employees of such agencies annually.
Relates to prohibitions on circus performances; prohibits circuses from conducting shows or other performances in the state for two years where a circus has been found to be in violation or in non-compliance with the Animal Welfare Act of 1966.
