Establishes an excluded worker unemployment program; appropriation

Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.

Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.

Relates to evidence of lost earnings or impaired earning capacity

Prohibits evidence concerning opinions, estimations, measures, or calculations of damages for lost earnings or impaired earning capacity resulting from personal injury or wrongful death shall not be reduced based on race, creed, color, national origin, religion, sexual orientation, gender identity or expression, sex, familial status, marital status, or status as a victim of domestic violence.

Establishes an indoor air quality inspection and evaluation program

Establishes an indoor air quality inspection and evaluation program which shall: promulgate regulations for inspections, evaluations, acceptable levels of hazardous air pollutants, ventilation standards, notifications and best practices to improve indoor air quality in covered entities; enter into any necessary interagency agreements to coordinate the indoor air quality inspection and evaluation program; inspect a covered entity, upon their own initiative or upon complaint to the department regarding indoor air quality; provide results of an inspection with any appropriate local health authority, and any other person or department the department deems necessary; assist covered entities in developing reasonable plans to improve indoor air quality conditions including but not limited to those found during inspection; and develop and implement community outreach programs to educate the public on indoor air quality and risk reduction.

Establishes the green air travel tax, the green fund, and the state airline community resiliency board

Establishes a green air travel tax for all passengers who fly to or from an airport located in a city having a population of one million or more persons; establishes the green fund to be used for the purpose of providing grants to non-profits, qualified community-based organizations and local governments in communities disproportionally impacted by the health detriments and quality of life issues associated with airline communities; establishes the state airline community resiliency board to make determinations regarding how to spend monies from the green fund.
