Establishes the abortion access fund and allows taxpayers to make gifts to the fund

Maddy summaryThis bill establishes the "abortion access fund" to support individuals seeking abortion services. It allows New York taxpayers to voluntarily contribute to the fund via their state income tax returns starting in 2027 (without reducing their tax liability), with the tax form including a dedicated line for this purpose. Funds will be used to cover financial and logistical barriers for abortion access, supporting nonprofits providing services like medical care and transportation. The bill includes strong privacy protections, prohibiting the state from requiring nonprofits to share personally identifying information about patients or staff. The comptroller must annually report on fund usage, including disbursement details and financial plans.

Creates a "purple alert system" for missing victims of domestic violence

Maddy summaryThis bill creates a statewide "purple alert system" to rapidly notify the public when a domestic violence victim (who has voluntarily opted in) goes missing. It requires law enforcement to report such cases to a designated state coordinator, who then activates the alert through participating media, highway message signs, and other channels. The system mandates strict privacy protections (including HIPAA compliance) and includes specific protocols for verifying cases, issuing alerts, and terminating them once the victim is found or the case resolves. The alert system directly affects participating domestic violence victims, law enforcement agencies, and media entities that volunteer to broadcast the alerts.

Provides a tax credit for the installation of fire sprinkler systems

Maddy summaryBill A 8164 proposes a tax credit for residential property owners who install fire sprinkler systems. The credit would cover 25% of the labor and material costs for these installations. This benefit is specifically available for properties located in municipalities that do not already require fire sprinkler systems. If the credit amount exceeds a taxpayer's owed taxes, the remaining balance will be refunded.
