Requires registration and the disclosure of information relating to lobbying for the nomination or confirmation of persons to state office.

Establishes a captive insurance program for commuter vans that are engaged in the business of carrying or transporting eight to twenty-four passengers for hire; establishes the commuter van trust fund.
Defines the term "mass shooting" for purposes of access to emergency funding as a shooting incident involving one or more firearms, rifles or shotguns during which four or more people, other than the individual or individuals alleged to have committed such incident, were injured or killed.
