Establishes the offense of unsolicited disclosure of an intimate image as a violation; requires sexual harassment prevention training for individuals convicted of such offense.
Relates to a constitutional amendment giving the legislature greater ability to strike out, reduce, or increase any appropriation submitted by the governor; allows the legislature to override a veto by the governor by a two-thirds vote.

Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Clarifies the definition of veteran to include career members of the armed forces for purposes of the veterans alternative tax exemption by considering individuals who meet certain conditions to have been discharged or released from active military, naval or air service despite the fact that no discharge may have been issued.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Requires city school districts in cities having a population of one million or more to develop class size reduction plans beginning in September 2022 to reduce the average classroom size citywide, by district, and by school in such districts by the 2027-2028 school year.
Prohibits police officers from using racial and ethnic profiling; requires that a procedure be established for the taking and review of complaints against police officers for racial and ethnic profiling; allows an action for injunctive relief and/or damages to be brought against a law enforcement agency, any agent of a law enforcement agency and the supervisor of an agent.
