Authorizes the assessor of the town of Brookhaven, county of Suffolk to accept an application for a real property tax exemption from De Bethesda Eglise for the 2020 and 2021 general taxes.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Establishes a deadline for changing the location of a polling place for early voting by requiring that no location change may occur within forty-eight hours of the commencement of an early voting period unless there is a disaster or a declared state of emergency.
Changes the name of the Bellport Volunteer Firemen's Benevolent Association to the Bellport Volunteer Firefighter's Benevolent Association; decreases the board of trustees from 7 to 5 members; allows the association to use certain taxes collected and paid in furtherance of its purposes as stated in the association's charter.

Enacts the "STAR credit bill of rights"; establishes the office of STAR ombudsman.
