Establishes the New York state diplomas to homeownership assistance program; provides awards of up to fifteen thousand dollars to eligible applicants for repayment on student loans; makes an appropriation therefor.
Directs the commissioner of the office of mental health and the director of the state office for the aging shall establish a mental home health services program for the aging to facilitate access to mental home health services to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic, and for the aging or families that may not have access to mental health professionals in-person; makes related provisions.
Requires the state pay taxes on the assessed value of properties of closed state prisons until such prison is reopened, used by another state agency, or is conveyed to a non-governmental entity.
Directs the commissioner of transportation, in consultation with the commissioner of the office for people with developmental disabilities, to conduct a statewide study and review of the transportation of individuals with developmental disabilities.
Requires nonresident visitor sex offenders and registered sex offenders register when temporarily residing within the state; requires short-term rental hosts and short-term rental hosting platforms inform nearby property owners when nonresident visitor sex offenders and registered sex offenders are staying in the unit.
Authorizes the spouses of certain volunteer firefighters to be issued a distinctive license plate for volunteer firefighters.
Requires daycare facilities to maintain evacuation and lockdown plans for children with disabilities during an emergency situation.
Reimburses counties who have purchased or will purchase Medicaid fraud detection software.
Designates August thirty-first of each year as a day of commemoration to be known as "Overdose Awareness Day".
Requires industrial development agencies to only include jobs filled by residents of New York state when assessing the progress of projects that are provided financial assistance.
