Requires instruction in agriculture in every elementary, middle, and high school under state control or supported wholly or partly by the state.

Establishes a COVID-19 relief grant program for veterans service organizations impacted by COVID-19 to provide grants to eligible veterans service organizations to defray certain expenses of the organization including rent, utilities, scheduled mortgage payments, scheduled debt payments and other ordinary and necessary business expenses; makes an appropriation therefor.
