Requires the board of elections to establish an electronic system allowing absentee voters to monitor the status of their ballot and to correct an unaccepted ballot.

Enacts the New York artificial intelligence bill of rights to provide residents of the state with rights and protections to ensure that any system making decisions without human intervention impacting their lives do so lawfully, properly, and with meaningful oversight.
Sets rules and procedures for the admissibility of evidence created or processed by artificial intelligence.
Requires the collection of oaths of responsible use from users of certain generative or surveillance advanced artificial intelligence systems by the operators of such systems, and transmission of such oaths to the attorney general.
Prohibits adult-use dispensing facilities and tobacco businesses from opening until one hour after the latest beginning of a school day of any school located within one mile of the facility or business.
Relates to establishing and funding the universal basic income pilot program; requires the comptroller to establish a universal basic income pilot program to provide 10,000 participants with income of $7,200 for individuals or $14,400 for couples per year for two years; establishes participant criteria; requires a study on the program one year after its conclusion; makes an appropriation therefor.
Promotes consumer choice by requiring manufacturers of digital electronic equipment to provide retail sellers with a one through ten repair score that will be displayed to consumers at point of sale.
Provides for the creation and maintenance of digital records for each incarcerated individual which includes all medical records, including but not limited to mental health records and results of drug or alcohol tests, work records and evaluations, conduct records and programming records.
Requires the cannabis control board to provide notice to state legislative representatives upon receipt of application for an adult-use cannabis retail dispensary or on-site consumption license in their district.
Requires town and village justices be admitted to practice law in New York state for at least five years as of the date they commence the duties of office.
