Relates to establishing the crime of coercive control; provides that a person is guilty of coercive control when he or she engages in a course of conduct against a member of his or her same family or household, without the victim's consent, which results in limiting or restricting, in full or in part, the victim's behavior, movement, associations or access to or use of his or her own finances or financial information; and provides that coercive control is a class E felony.
Relates to clarifying the definitions of vocational educational training and educational activities.
Relates to additional state payment assistance; provides that where there is no agreement in effect for federal administration of additional state payments the commissioner of the office of temporary and disability assistance is responsible for providing assistance to applicants for or recipients of such payments as it relates to applying for, modifying or maintaining such benefits.
Makes a community center physically located within a New York city housing authority facility eligible to apply for and receive funding from the nonprofit infrastructure capital investment program.
Increases from $300 to $600 the monthly rent subsidy payable for housing for a foster child living independently in certain circumstances; doesn't limit those from living with roommates.
