Creates the office of the correctional ombudsman to achieve transparency, fairness, impartiality and accountability in New York state correctional facilities; relates to reports by coroners; designates investigators of the office of the correctional ombudsman as peace officers; authorizes the attorney general to investigate the alleged commission of any criminal offense committed by an employee of the department of corrections and community supervision in connection with his or her official duties; relates to the confidentiality of certain records; includes the office of the correctional ombudsman records within the definition of public safety agency records; makes related provisions.

Directs the commissioner of the office of parks, recreation and historic preservation to conduct a legal review for the re-designation of Donald J. Trump State Park, in Putnam and Westchester counties to a new name.
Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.
Removes certain soil depth requirements; raises the tax abatement rate of non-priority; extends the application deadline from 2023 to 2024 for purposes of the green roof tax abatement for certain properties in a city of one million or more persons.
Expands the definition of acts of terror to include those committed against individuals or private or public property based on a belief or perception regarding race, color, national origin, ancestry, gender, gender identity or expression, religion, religious practice, age, disability or sexual orientation associated with such.
Relates to the rate paid by the state to a city for maintenance and repair of highways.
Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each general hospital a list of its policy-based exclusions and publish such information on the department's website.
Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Extends the statute of limitations for claims resulting from unlawful discriminatory practices to three years.
Prohibits reckless driving in or upon off-street parking facilities.
