Grants the superintendent of financial services authority to investigate fraudulent activities, such as motor vehicle operators who drive with no insurance coverage, and those who misrepresent their principal place of residence or where their motor vehicle is principally garaged and operated; requires insurance companies and self-insurers to report incidents of insurance fraud, relating to automobile liability insurance, to the department of financial services.

Relates to recognizance procedures and bail reform; repeals certain provisions relating thereto.
Provides for small claims jurisdiction where claimant is a tenant or lessee of real property owned by the defendant and such real property is situated within the county, within a district of the court in the county, within the municipality in which the court is located or within the city of New York, as the case may be.
Relates to the mayoral control of the city school district of the city of New York; relates to the appointment of members of the New York city school board of education; provides four of the members of such board shall be appointed by the city council and shall include parent representatives, a member from a college or university and a member of a community district education council; provides that the board shall appoint the chancellor.
Increases the minimum insurance coverage requirements for automobiles registered and/or operated within the state of New York.
Relates to large capital projects to be financed in whole or in part with public funds or to be supported by tax and other public incentives and the disclosure of such projects.
Relates to reverse mortgage loans for persons 62 years of age and older.
Requires inclusion and explanation of additional annual data in assessing record of performance of banking institutions in meeting community credit needs; additional data to include but not be limited to: loans for housing low and moderate-income residents of low and moderate income areas, the scope of efforts to market housing and small business loans in low and moderate-income areas and other data.
Relates to insurance coverage of early intervention services.
Enacts the "Crohn's and colitis fairness act"; provides restroom access to persons with certain medical conditions; defines the term eligible medical condition.
