Relates to criminal history record searches and open warrants and when such warrants shall be excluded from reports.
Authorizes localities to provide for an additional real property tax exemption for senior citizens who meet the income eligibility limits and other criteria to the extent of sixty percent of the assessed valuation of such real property.
Provides recourse for a person whose vehicle was wrongfully towed in a city with a population of one million or more against the parking violations bureau in such city or the responsible agent of such bureau by granting such person the right to appear before a panel of administrative law judges which shall be empowered to order the correction of records, the refund of any fee paid to release the wrongfully towed vehicle and the reimbursement of out-of-pocket expenses, including lost wages; defines the term "wrongful tow."

Requires minors under 18 years to attend school on a full-time basis, unless such minor is seventeen or older and enrolled in a vocational or occupational education program, with the consent of the school district and the person in parental relation with the minor; must enroll in GED course until age of 19 years, if the person leaves school.
Provides for the establishment of the New York state home equity conversion information summary to provide notice of mortgagor's right and responsibilities under reverse mortgage loans issued under the home equity conversion mortgage program of the federal Department of Housing and Urban Development; provides that every authorized lender must provide copies of such summary not less than 5 days prior to closing on a reverse mortgage loan; establishes a private right of action for violations of such provisions.
