Prohibits the sale of flavored tobacco products; violation by any person other than manufacturer constitutes fine of $100 for each individual package sold or offered for sale; provides for a civil penalty up to $50,000 for violations within a thirty day period for manufacturers; affirmative defense.

Requires the state university trustees to report to the governor and the legislature concerning the steps taken to establish a process by which decisions are made to eliminate or reduce duplication of academic degree programs within the state university system.
Provides that for the issuance of deer management permits for certain disabled veterans, such veterans shall only have to provide proof of service-related disability once and every year thereafter, provide proof of an expired permit.
Provides that every banking institution which maintains checking accounts for customers shall pay checks in the order received within account balance; provides such banks may dishonor check for insufficient funds, but then must honor smaller checks within amounts on deposit in the subject account.
Prohibits the imposition and collection of a fare, toll, rental, rate, charge or other fee on the Cross Bay Veterans Memorial Bridge as security for bonds and notes issued by the Triborough bridge and tunnel authority or by the metropolitan commuter transportation authority.
Requires manufacturers of digital electronic parts to offer for sale diagnostic and repair information in the same manner as such manufacturer provides such diagnostic and repair information to such manufacturer's repair channel; section does not apply to motor vehicles.
Relates to the establishment of an inmate visitation program, which gives inmates opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
