Repeals provisions relating to allowing attorneys having offices in the state to reside in an adjoining state.

Creates a tax deduction up to five thousand dollars for transportation and personal protective equipment expenses of health care professionals and emergency medical technicians relating to the COVID-19 declared emergency.
Relates to observance of all religious holidays by institutions within the state university and the city university of New York, and includes the Asian Lunar New Year within the definition of such holidays.
Relates to public health emergency allowances against sentences for certain incarcerated individuals; allows up to twelve months of public health emergency allowances to be given to incarcerated individuals during a public health crisis.
Relates to the rights of parties involved in foreclosure actions; allows the mortgagee, or mortgagor and borrower to recover attorney fees; makes conforming technical changes.
Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Requires the New York city department of education to create more gifted and talented programs and classes in all school districts with elementary kindergarten through fifth grade and intermediate sixth through eighth grade with four or more classes per grade for students who shall gain entry through academic merit rather than through an admissions examination; authorizes automatic admission to a gifted and talented program in intermediate sixth through eighth grade for those students in elementary grades kindergarten through fifth grade who are currently enrolled in such program; makes related provisions.
