Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.

Establishes a medical loss ratio for dental insurance of not less than 82% for calendar year 2024 and thereafter.
Requires individuals who perform compliance functions, duties or tasks to obtain a compliance officer or compliance practitioner license; establishes application and examination requirements to obtain, and continuing education requirements to maintain, licensure; permits the superintendent to issue licensing procedures and to prescribe regulations necessary for the proper supervision of compliance officers and practitioners.
Enacts the "New York emergency expedited temporary work permit act" to allow asylum seekers to apply for and be granted temporary work permits while their federal immigration status is being determined.
Relates to permitting persons who have filed for asylum to work in New York State.
Provides public health insurance coverage for children who are eligible for such coverage under the age of six to continue until they reach the age of six.
Provides for the transfer of the regional state park police to the division of state police.
Provides for the formation of mutual holding companies by certain domestic mutual property/casualty insurers and the reorganization in connection therewith of a domestic mutual property/casualty insurer into a domestic stock property/casualty insurer.
Requires approval of the salary plan for the chancellors, presidents and senior staffs of the state university of New York and the city university of New York by the chairs of the senate finance committee and the assembly ways and means committee and the director of the budget.
Relates to licensing requirements for bail bond agents; requires additional course instruction and other prerequisites to licensure.
