Establishes a central business district toll exemption for first responders employed by the state, any municipality, a recognized corporation or authority, or certified organization, thereof who are performing any part of their duties in the central business district.

Relates to the calculation of past service credit for police officers employed by the division of law enforcement in the department of environmental protection in the city of New York transferring between the New York city employees' retirement system to the New York state and local police and fire retirement system.
Grants service credit to members of the uniformed correction force of the New York city department of correction covered by provisions of law for over 25 years.
Provides a lung disease presumption for correction officers, correction supervisors, deputy sheriff patrol or deputy sheriff patrol supervisors.
Directs the division of veterans' services to establish a searchable database of veteran-owned businesses; requires the use of a special mark to indicate service-disabled veteran-owned businesses.
Modifies eligibility for ordinary disability benefits and re-employment of disability retirees of the New York city police pension fund Tier III plans.
Establishes the crime of unlawful use of violence or intimidation in pursuit of political aims; includes blocking of a public road, bridge, transportation facility or tunnel as when, acting with the intent to cause the deliberate blocking of every class of a public road, bridge, transportation facility or tunnel that interferes with traffic and public safety; makes such crime a class A misdemeanor.
Provides that New York city correction officers may file for disability without ten years of service.
Increases benefits payable by the correction officers' variable supplements fund to beneficiaries.
Requires agencies and public employers to provide notice and a review period to employees whose personnel records have been provided pursuant to the state's freedom of information law.
