Directs the commissioner of health to make publicly available on the department of health website a report concerning access to applied behavior analysis for enrolled children diagnosed with autism spectrum disorder.
Establishes a loan forgiveness program for child care providers that have earned an undergraduate or graduate degree from a two or four year college or university in the state.
Prohibits the sale of certain hazardous inhalants to persons under the age of twenty-one.
Creates a community doula expansion grant program to support community-based doulas and community-based doula organizations; provides funding for recruitment, training, licensing, supporting, and/or mentoring of community-based doulas.
Permits certain licensed athletic trainers who are licensed to practice in another state or territory to provide athletic training services to athletes and team personnel at a discrete sanctioned team sporting event or performance in this state.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Establishes application processing and review requirements for reprieves, commutations and pardons by the governor; requires the governor to provide: a written notification that the application has been received; a receipt number that the applicant can then use to check on his or her application status; guidelines for supplementing the application with additional or updated information; and a notification when a decision is made on the application; requires quarterly reports to the legislature regarding reprieves, commutations and pardons.
Requires utility companies to provide written notice to the owner of a residential property of the date and approximate time the utility company will enter onto the property and the purpose for which the utility company employee or contractor shall be entering onto the property.
Establishes a direct support wage enhancement to employees that provide direct care support or any other form of treatment, to individuals with developmental disabilities and whose income is less than $125,000.
