Prohibits the use of restraints on and the use of force against incarcerated individuals during labor and incarcerated individuals who have experienced different pregnancy outcomes, absent extraordinary circumstances, and on pregnant and post-pregnancy persons during a custodial interrogation; provides for certain exceptions for restraints to be used and in such case limits the use to wrist restraints.

If enacted, it would require the county to pay full salary and cover all medical costs if a probation officer is injured or becomes ill while performing job duties. The bill amends existing municipal law to include county probation officers under the same disability coverage provisions already available to other public safety personnel in Nassau County.

Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.

Relates to the taxation of vapor products; provides for the licensing of vapor products distributors; imposes certain tax return filing requirements on vapor products distributors; provides for enforcement powers.

Relates to the municipal sustainable energy loan program regarding qualifying water improvements, qualifying resiliency improvements and, in a city with a population of one million or more, the use of low carbon intensity building components.

Prohibits the manufacture, distribution, sale, or offering for sale of a baby monitor that broadcasts audio or video through an internet connection unless it includes certain security features to prevent unauthorized access; requires a written warning label; provides penalties.

Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.

Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged to certain graduate students and adjunct staff, with the exclusion of the graduate student association student activity fee.

Establishes the homeowner protection program; provides that the department of law shall establish the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership; provides that the department of law shall provide grants to eligible not-for-profit housing counseling organizations and legal services organizations to provide services under the program.

Establishes maximum contaminant levels in drinking water for certain per- and polyfluoroalkyl substances (PFAS); sets such levels at no higher than 4 parts per trillion (ppt) for perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) and no higher than 10 parts per trillion (ppt) for perfluorononanoic acid (PFNA), perfluorohexane sulfonate (PFHxS), and hexafluoropropylene oxide dimer acid (HFPO-DA).
