Authorizes summer camps to hire licensed social workers, physical therapists, psychologists, athletic trainers, mental health care professionals, occupational therapists and other licensed professionals to provide services.
Removes caps on automated enforcement cameras for bus lanes and traffic lights in the city of New York, increases penalties and creates a graduated schedule of fines for repeat offenders, and directs that fines be deposited in the general transportation account of the New York city transportation assistance fund; extends the effectiveness of part II of chapter 59 of the laws of 2010 amending the vehicle and traffic law and the public officers law relating to establishing a bus rapid transit demonstration program to restrict the use of bus lanes by means of bus lane photo devices.

Establishes the "childcare and early education sector on the economy act" to study the economic impact on the state economy of quality childcare and early education programs for children aged 0-4, and afterschool programs for children aged 5-12.
Relates to the mandatory coverage of hearing aids by insurers and other organizations.
Relates to the practice of applied behavior analysis; removes the requirement for a diagnosis from a person who is licensed or otherwise authorized to provide such diagnosis for persons with autism or related disorders.
Prohibits elected officials and persons in a leadership position of a party committee from receiving compensation for legal fees, consulting, or other work performed for an industrial development agency or an economic assistance corporation.
