Waives the twenty-four hour waiting period for solemnizing a marriage after a license is issued for persons serving in the armed forces.
Provides that a minor from six to sixteen years being absent from full time day instruction for the purpose of sounding "Taps" at a military honors funeral held in this state for a deceased veteran shall be excused from school.

Requires housing affordability impact notes in relation to rules with the purpose or effect to increase or decrease the cost of constructing, purchasing, owning or selling a single family residence or a multi-unit housing development, either directly or indirectly.
