Entitles each member of the legislature to bring one statewide piece of legislation of his or her choosing to the floor for a vote without a home rule message and committee review during each two-year term.

Prohibits any new permits, leases or any other agreements authorizing the hydraulic dredging for commercial purposes in the waters of Mill Neck Creek in the town of Oyster Bay, county of Nassau.
Establishes the state all-electric building plan to require the office of general services to transition all buildings owned by the state to be all-electric buildings.
Directs the commissioner of health and the president of the New York state energy research and development authority (NYSERDA) to study and make recommendations on the impacts of electric vehicles on personal medical devices.
Relates to the passing of stopped school buses; requires each omnibus having a seating capacity in excess of fifteen children or more to have at least one flashing yellow signal lamp on the front thereof and at least one flashing yellow signal lamp on the rear thereof to indicate that such omnibus shall be stopping momentarily; requires the commissioner of motor vehicles to establish a method whereby any violation of section 1174 of the vehicle and traffic law shall be issued to the operator of such vehicle and not to the owner of such vehicle; makes related provisions.
Permits certain schools to provide hemostatic agents for use during emergencies.
Requires the public service commission to notify any municipality or government entity proposing to acquire title to and transfer ownership of the complete system of street light luminaires or fixtures, all supporting infrastructure, and associated electric circuitry of the health hazards, the lack of United States Food and Drug Administration regulation of light emitting diodes, "LED", lighting products, and the requirement that municipalities that operate LED street lights are required to publish an American with disabilities accommodation plan.
Authorizes the Nassau county public library system to choose from one of five instead of one of three persons from an eligible civil service list; authorizes such library system to hire from outside of Nassau county; exempts the Nassau county public library system from the tax cap requirements; makes related provisions.
Requires all new residential and commercial units in Suffolk and Nassau counties, including all structures that have realized repairs or improvements that are equal to or greater than fifty percent of the structure's value, to install underground service drops at such locations.
