Suspends employer contributions to the interest assessment surcharge fund until December 31, 2023.

Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the extreme influence of any substance which renders them incapable of appraising or controlling his or her conduct and incapable of clearly expressing lack of consent.

Requires hospitals to provide information on care and resources for brain injuries to patients who have suffered a traumatic brain injury and to also provide such information to a patient's family and/or caregivers.
Requires a three-year moratorium on unfunded mandates from the legislature; invalidates legislation that does not contain a detailed fiscal note identifying a funding source for certain costs to a political subdivision; restores the mandate relief council.
Requires that any ballot proposition creating a state debt shall contain an estimate of the amortization period and the total expected debt service payable thereon until the bonds issued pursuant to such proposition are retired; relates to deposits to the tax stabilization reserve fund; provides that at least 10% of any surplus shall be used to pay down state debt.
Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Requires state agencies, public authorities and public benefit corporations to provide annual reports including information on outstanding total debt for each entity, total annual debt service for each entity, annual debt issuance for each entity, and annual debt to be retired for each entity.
Authorizes the legislature to modify an executive order; requires the governor to notify each member of the legislature no later than 5 days prior to any proposed extension or modification of an executive order of his or her request for authorization to extend or modify such executive order; requires the governor to notify a municipality if an executive order will explicitly affect it.
