Provides that no person convicted of certain felonies defined under specified laws of this state may file a petition for change of name while such person is incarcerated or under supervised release therefor.

Relates to the issuance of arrest warrants and appearance tickets upon a youth; provides for the police officer to immediately notify the parent or other person legally responsible for the care of such youth with whom the youth is domiciled that the youth has been arrested; provides further that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.

Requires the division of human rights to develop and implement a uniform sexual harassment policy for all state agencies, offices and departments, the executive department, and every member, officer or employee of the legislature; provides that such policy shall define the conduct which is prohibited, establish a process for the resolution of complaints of such conduct, and provide for appropriate training for all employees of state agencies, offices and departments, including the executive department, and officials, members or employees of the legislature.
Provides that the school authorities of each school district and each board of cooperative educational services shall recognize and credit each teacher with transfer credit on a uniform and consistent basis.
