Establishes the outdoor Rx act; requires the division of veterans' services to review issues relating to veterans' abilities to access state parks, lands and facilities; and provides for the repeal of such provisions upon the expiration thereof.

Relates to medical billing and debt (Part A); relates to defining certain terms (Part B); relates to standardized consolidated itemized general hospital bills (Part C); relates to regulation of the billing of facility fees (Part D); relates to standardized patient financial liability forms (Part E); relates to an all payer database (Part F); relates to the general hospital indigent care pool; and repeals certain provisions of such law relating thereto (Part G); relates to the rate of interest in medical debt actions (Part H); relates to services rendered by a non-participating provider; relates to hospital statements of rights and responsibilities of patients (Part I).

Removes the prohibition on individuals convicted of a felony that prevents them from being appointed fiduciary of an estate

Removes the prohibition on individuals convicted of a felony that prevents them from being appointed fiduciary of an estate; allows the court the discretion to permit or prevent such appointment of an individual convicted of a felony; and allows for the appointment of an interpreter during the appointment process for the fiduciary of an estate.

Relates to the partial tax abatement for residential real property held in the cooperative or condominium form of ownership in a city having a population of one million or more

Eliminates the New York city condominium and cooperative tax abatement for dwelling units whose billable assessed value is two hundred thousand dollars or greater and instructs that the money used to formerly fund such abatement be reallocated to the New York city housing authority; extends certain provisions of the partial tax abatement for residential real property held in the cooperative or condominium form of ownership in a city having a population of one million or more.
