Enacts provisions authorizing retail clinics and limited services clinics to provide certain services and directs the commissioner of health to enact regulations imposing certain standards and restrictions.

Makes an appropriation to reimburse St. John's Episcopal Hospital in Far Rockaway for costs incurred as a result of remaining open and providing services to the community during and after Hurricane Sandy.
Provides for the establishment of residential home safety and loss prevention courses certified by the superintendent of financial services; requires insurers to provide actuarially appropriate discounts on fire and homeowners insurance premiums to those homeowners who have completed a residential home safety and loss prevention course; directs the superintendent of financial services to promulgate such rules and regulations as are necessary to implement such program and specifies certain matters which must be included in such rules and regulations; requires the superintendent of financial services to issue a report thereon.

Requires a study of the implementation of medical marihuana in regards to banking, tax revenue collection, and employment tax collection issues.
Provides that the determination of the board of elections to issue a voter an absentee, military or special ballot shall only be challenged by a judicial proceeding in supreme court and that the board of elections and the voter whose application is challenged shall be necessary parties.
Prohibits the authority from contracting or purchasing energy or environmental attributes when such energy is transmitted over an electric transmission line that interconnects a location outside of the United States when the transmission does not provide access to electric generating facilities within the state.
