Restricts vaccine registry information from discovery and other process; requires the commissioner of health and the New York City commissioner of health and mental hygiene to develop regulations to protect patient vaccine information from disclosure.

Establishes a school speed zone camera demonstration program in the city of Jamestown in up to nine school speed zones.
Creates a school board empowerment act which allows local school districts to declare a fiscal emergency under designated conditions and fiscally restructure so as to minimize adverse impacts on student education; provides for the repeal of such provisions upon the expiration thereof.
Relates to empowering school boards to make decisions regarding employment based on performance, qualifications and the best interests of the students.
