Provides for the establishment of residential home safety and loss prevention courses certified by the superintendent of financial services; requires insurers to provide actuarially appropriate discounts on fire and homeowners insurance premiums to those homeowners who have completed a residential home safety and loss prevention course; directs the superintendent of financial services to promulgate such rules and regulations as are necessary to implement such program and specifies certain matters which must be included in such rules and regulations; requires the superintendent of financial services to issue a report thereon.

Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Authorizes real property taxing jurisdictions to grant a partial tax exemption for property purchased by a clinician in a clinician shortage area, as determined by the commissioner of health, which will be such clinician's primary residence and he or she will practice in such shortage area; provides state aid to taxing jurisdictions which grant the exemption to the extent of the tax savings provided to clinicians.
Requires state agencies and contractors to recycle a certain percentage of the waste generated on public works construction and demolition sites.
Requires that notice be given to the community boards when there is a change in service furnished upon the rapid transit facilities or the omnibus line facilities of the New York city transit authority.
Provides for the reimbursement of costs of the New York environmental protection and spill compensation fund in the department of audit and control.
Enacts the "wireless facility siting act"; directs cities, towns and villages to regulate the siting of cellular communications facilities.
Establishes the university at Buffalo institute for African American studies; appropriates $100,000 therefor.
Establishes a sales and compensating use tax exemption for the receipts from the provision of transportation of used goods that are going to be recycled, reused or remanufactured.
Relates to the establishment of special districts for general ambulance services; requires a report on issues of volunteer firefighter and ambulance services staffing.
