Increases the minimum wage on and after 2021 to $13.20 and subsequently prevents consideration of an increase in the minimum wage until December 31, 2024 outside of the city of New York and outside the counties of Nassau, Suffolk, and Westchester.

Eliminates the maximum age for taking the civil service examination for appointment as a police officer or as an environmental conservation officer.

Establishes a twenty-five year retirement program for members of the NYC employees' retirement system employed as water supply police; provides for employer pick-up of certain additional member contributions required to be made by certain participants in the 25-year retirement programs.
Relates to the licensure of athletic trainers; adds athletic trainers to the list of persons and officials required to report cases of suspected child abuse or maltreatment.
Requires the office of mental health to conduct a study on utilizing the therapeutic techniques studied by the research and recognition project for the treatment of post-traumatic stress disorder.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
