Prohibits insurance companies from imposing a co-pay pursuant to a follow up visit with a physician in order to receive a refill on an opioid drug prescription which was initially written for seven days or less.

Exempts receipts from the services provided by a farrier in shoeing a horse including reasonable fees for travel and shoeing a horse in a remote location on a farm.
Includes peace officers in offenses of unlawful fleeing in a motor vehicle.
Requires state agencies, public authorities and public benefit corporations to provide annual reports including information on outstanding total debt for each entity, total annual debt service for each entity, annual debt issuance for each entity, and annual debt to be retired for each entity.
Grants excused leave to civil service employees during states of emergency as declared by the federal, state or a municipal government, when such employees are members of a volunteer fire department or a volunteer ambulance or rescue squad.
Exempts volunteers in recreational activities, including but not limited to, little league coaches, managers, assistants and members of the board of directors from civil liability while providing services or rendering assistance to a player or participant as a result of his or her acts of commission or omission arising out of or in the course of his or her rendering such services or assistance during competitive games and practices.
Relates to enacting the Come Home to Hunt Act, which provides for the purchase of a two-day hunting license for non-residents to hunt domestic game bird, migratory game bird, big game, and small game.
Authorizes electronic court appearances for criminal matters, excluding jury trials, in all counties in the state; authorizes electronic appearances for criminal matters where the court determines a personal appearance would be impractical, unsafe or excessively burdensome; authorizes sentencing to a period of incarceration to be conducted via electronic appearance for defendants who are already incarcerated.
