Authorizes municipal corporations to grant partial exemption on real property owned by persons totally and permanently disabled

Provides that the current real property tax exemption for persons over 65 may also be extended to those persons who are totally and permanently disabled; requires that municipalities shall provide by local law that such exemptions shall be granted to either those 65 years of age or older or to those who are totally and permanently disabled, or to both categories of persons.

Relates to the abandonment of certain town roads in the towns of Pike and Genesee Falls, in the county of Wyoming

Authorizes that the commissioner of transportation is authorized and directed to assume jurisdiction for state highway purposes over the town road described as follows: all of Griffith road from the intersection with state routes 19 and 39 in the town of Pike easterly to its terminus at state route 19A in the town of Genesee Falls.

Grants tax credit for downpayment made on residential housing

Grants credit against personal income tax to purchasers of residential housing in the amount of any downpayment made on such housing; provides that the maximum credit shall not exceed 5 percent of the purchase price of the residential housing; requires taxpayers to meet eligibility requirements imposed by the state of New York mortgage agency.
