Enhances the penalties for crimes committed during a riot

Maddy summaryThis bill upgrades penalties for riot-related offenses under New York's penal law. It reclassifies riot in the first degree as a class D felony (previously a class E felony) and both riot in the second degree and inciting riot as class E felonies (previously misdemeanors). The bill also ties riot charges to stricter bail rules, making individuals charged with riot offenses ineligible for release on their own recognizance if they simultaneously committed other crimes like arson or property damage during the disturbance. These changes directly affect people who participate in or incite riots, particularly during events involving property damage or harm to others.

Provides that certified handicapped individuals may use an ATV on public land for transportation purposes only, during the hunting season

Maddy summaryThis bill allows certified handicapped individuals to use ATVs on public lands *only* for transportation purposes when entering or exiting areas used for hunting during the hunting season. It specifically permits ATVs for accessing hunting grounds, not for general travel on public lands. Non-handicapped individuals remain prohibited from using ATVs on public lands except where designated for ATV use under existing rules. The change applies exclusively to transportation related to hunting access during the designated season.

Allows school districts to permit home-schooled students to participate in district interscholastic sports

Maddy summaryThis bill allows New York school districts to create policies enabling home-schooled students to try out for and join district interscholastic sports teams. It requires these students to meet the same academic, health, and behavioral standards as enrolled public school students, including annual academic verification and age/eligibility rules. Home-schooled students would only be eligible to participate with their district of residence and must arrange their own transportation. The policy is optional for school districts and does not mandate participation.

Permits public schools to utilize or display indigenous names

Maddy summaryBill A 7407 permits public schools to utilize or display indigenous names for their extracurricular activities, such as sports teams. It defines "indigenous names" as those referring to indigenous persons, tribes, cultures, or traditions. The bill mandates the education commissioner to adopt regulations allowing this practice and to repeal any inconsistent rules. Notably, it does not prevent the commissioner from prohibiting public schools from using indigenous *logos or mascots*, distinct from names, except for classroom instruction.

Relates to desecration of property commemorating a historical figure

Maddy summaryThis bill makes damaging or stealing property that commemorates a historical figure a class C felony. It specifically targets real or personal property like monuments, markers, or street signs honoring individuals with historical or cultural significance, whether they are living or deceased. To be charged, a person must intentionally damage or steal such property without legal right or reasonable belief they have one. The law applies directly to individuals who commit these acts against historically significant commemorations.
