Enacts the small business full employment act; enacts various measures to provide tax and regulatory relief for small businesses to encourage growth.

Relates to the legislative budget and deposits to the tax stabilization reserve fund; requires that no later than March fifteenth of each year the temporary president of the senate, the minority leader of the senate, the speaker of the assembly and the minority leader of the assembly shall jointly convene a general budget conference committee to resolve the differences between each house concerning the executive budget; further alters the amounts of the deposits to the tax stabilization reserve fund; provides that subsequent to April first of each year, the legislature may not consider other legislation until a budget is passed, with exceptions; limits all funds spending to the rate of the inflation.
Requires the deposit, into the dedicated highway and bridge trust fund, of a portion of the sales tax collected on each gallon of motor fuel sold at retail.
Exempts from sales and use taxes certain motor vehicles, parts and services therefor and railroad rolling stock, parts and services therefor.
Prohibits the legislature from recessing after the start of the state fiscal year until it has passed a budget; allows recess during such period for public holidays.
Relates to obligations of members of economic development entities.
Adds a new article V-A relating to state government integrity.
Limits the tenure of the temporary president of the senate, speaker of the assembly, majority leader of the senate, minority leader of the senate, majority leader of the assembly and minority leader of the assembly to 8 years; limits the tenure of the chairman of any single legislative committee to 8 consecutive years.
Authorizes the board of education of any school district in the state to enter into a contract for the sale of advertising space on school athletic fields owned or leased by the school district; prohibits advertisements for tobacco or alcohol products or for political advocacy; requires prior approval of all advertisements by the local board of education; provides that revenue be retained by the school district making such contract; provides provisions do not apply to cities with a population of one million or more.
