Creates the crime of staging a motor vehicle accident.
Relates to tax credits for qualified pass-through manufacturers; provides a definition for qualified pass-through manufacturers.
Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in a designated or marked off area that has been set up by the chief or officer in charge; provides such participant cannot respond to an emergency on a vehicle using lights and/or sirens and may not enter a burning structure.

Requires the division of criminal justice services to check the wanted felon status and probation or parole violator status of people applying for public assistance.
Creates a unicameral legislature consisting of seventy-five senators called the senate; eliminates the state assembly while enlarging the size of the state senate to 75 members; makes necessary conforming changes to the legislative and redistricting processes, the powers and duties of the legislature, the veto override process, and certain appointments as needed to reflect the establishment of a unicameral legislative body.
