Allows for the use of green lights or alternating green and amber lights on municipal vehicles being used for snow removal; relates to the operation of vehicles when approaching such a parked, stopped or standing hazard vehicle.
Authorizes cities, villages and towns to reduce the speed limit to twenty-five miles per hour.
Authorizes the commissioner of education to conduct a survey regarding instruction on the Holocaust within the state; provides a report shall be delivered which includes detailed results of the survey, the extent the survey data submitted was compliant with section eight hundred one of the education law, and if needed, recommendations to strengthen provisions of law if not compliant.

Creates a volunteer firefighter scholarship program; rewards volunteer firefighters who respond to twenty-five percent of emergency calls for eight years with a student loan award equal to four times the SUNY tuition rate; makes an appropriation therefor.
Establishes the New York state volunteer fire protection emergency reimbursement account; provides reimbursement for expenses incurred related to procurement of personal protective equipment and other expenses.
