Relates to utilization review program standards; requires use of evidence-based and peer reviewed clinical review criteria; relates to prescription drug formulary changes and pre-authorization for certain health care services.

Establishes a health care proxy registry within the department of health to maintain the health care proxies of persons electing to submit proxies to such registry and to provide access thereto by attending health care providers and the principal of the health care proxy.
Establishes the parking protection act; provides that parking facilities shall display a sign stating the current applicable price of parking at such facilities; includes provisions on when a motor vehicle may be towed or immobilized and provides a limit to the cost of towing and storage of a vehicle.
Exempts amounts received from any financial settlement for childhood sexual abuse for determining eligibility for or amount of benefits under any program provided under the social security law.
Prohibits members of the legislature and statewide elected officials from receiving certain income.
