Provides that certain purchase contracts can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental sustainability, valued workforce, valued agricultural workforce, animal welfare, nutrition, and racial equity.
Amends the aid to localities budget relating to funding for the child care facilitated enrollment program to direct administration of such program by the NYS AFL-CIO Workforce Development Institute.
Allows a person to petition the court for grand jury proceeding materials on the basis of enduring historical importance.
Specifies a time frame for the award of contracts with costs exceeding five hundred thousand dollars; grants authority to the general manager of the authority to designate certain contracts as small business set-asides; establishes procedures related thereto.
Authorizes businesses to designate work performed remotely due to the outbreak of COVID-19 to have been performed at its normal work location for state and local tax purposes for the duration of the state disaster emergency declared pursuant to executive order 202 of 2020.
Provides for eligibility for participation in the brownfield cleanup program, assignment of the brownfield redevelopment tax credits and brownfield opportunity areas.
Prohibits the sale or purchase of certain items as scrap: street signs, funeral markers, and any metal items bearing markings of any government entity, utility, cemetery or railroad; preempts local laws.
Establishes as a distinct territory for purposes of rating private passenger nonbusiness automobile insurance policies, a certain city with a population between 19,040 and 25,000 which is geographically contiguous to a city with a population between 292,648 and 350,000; provides that the superintendent may require insurers to adjust existing or establish new territory definitions based on such review.
Authorizes the city of Buffalo to adopt a local law requiring a member of the police force in such city to be a resident of Buffalo subsequent to the effective date of such local law.
