Provides an asbestos remediation tax credit in Erie county; allows for a fifty percent credit of all eligible costs which are incurred as a result of asbestos remediation, not to exceed $1,000,000.

Prohibits insurers from selling policies of insurance which duplicate existing coverage relative to long term health care policies.
Requires a study of the fiscal impacts of changing education funding from a real property tax-based mechanism to an income tax-based mechanism.
Provides for apportionment for charter school tuition payments for any school district that is required to pay tuition to charter schools in the two thousand twenty-three-two thousand twenty-four school year and thereafter.
